Yes, Betnovate C ointment can be used to treat phimosis in boys. It is a combination of a steroid and an antiseptic (disinfecting substance). If your doctor recommends the use of ointment on the foreskin, please follow his recommendations. In the leaflet we will probably read not to use the ointment on the mucous membranes. However, your doctor may recommend other uses (apart from the leaflet).
