Ascofer tablets contain iron, so they will be helpful in states of its deficiency. Iron is an important component of red blood cells, and its deficiencies lead to anemia. In some cases, anemia can negatively affect the circulatory system because the tissues do not receive enough oxygen, which leads to a reaction of the heart and vessels to counteract it. However, I would not use the statement that "Ascofer is a circulatory drug", due to the fact that this is a significant simplification.
