No, you should not reach for Lugol's liquid in connection with the suspicion of mercury contamination of the Odra River. Lugol's liquid is not an antidote to chemical contamination of water and will not protect against the possible effects of poisoning the body with mercury. Taken contrary to the indications, however, it can seriously harm. Lugol's liquid contains large amounts of iodine.
