My question is: when is the best time to give them? It has 2 times a day. At what time interval? Can you directly on the tongue?

Unless otherwise recommended by your doctor, you can administer the drug, e.g. in the morning and evening. The contents of the wafer can be poured onto a spoon and hung in a small amount of water, milk, yogurt, mousse or cheese, or poured directly onto the tongue.
