Can I rule out pregnancy if my beta-hCG level is 2 mIU/ml more than 10 days after intercourse?

On March 27, fertilization could have occurred on the 7th/8th day of the cycle. Escapelle tablet taken 12 hours after. Planned menstruation for April 15. Cycles about 25-26 days. Bleeding after the pill on day 6 until today (not over yet). A blood test was done today, the result was below 2. Can pregnancy already be ruled out?
