How to use Broncho-Vaxom capsules?

Can broncho-vaxom capsules be administered to dissolve under the tongue? The doctor said it was a "vaccine under the tongue", but there is nothing like that in the leaflet...

Broncho-Vaxom capsules are used orally. The preparation can be swallowed whole. If you have difficulty swallowing, the capsule can be opened and the contents poured out and dissolved in a small amount of water, fruit juice or milk.

The manufacturer does not mention the possibility of inserting the capsule under the tongue.
